The recently announced Title X regulations would prevent abortion vendors, like Planned Parenthood, from operating a family planning program in facilities geared toward ending life and would make abortion counseling optional (not required) but would not allow for abortion referral. PROMISE KEPT! The #Trump administration on Friday announced a plan to ensure that #TitleX family planning funding does not go to programs or facilities that promote or perform #abortions, #EWTN News has learned.
The measure would dramatically curtail federal funding to #abortion providers, including #PlannedParenthood.
According to a Trump administration official, the Health and Human Services Department will file a proposal with the Office of Management and Budget to ensure that abortion is not treated as a method of family planning under Title X.
While federal law currently prohibits money received through the Title X Family Planning Grant Program from being used for abortion, #prolife advocates have long voiced concern that this regulation is not always enforced.
The proposal will require a strict physical and financial line of separation between Title X programs and any program or facility that performs abortion, or supports or refers for abortion as a family planning method, the official said.
It will not decrease the amount of Title X funding, which annually provides $260 million for family planning purposes, including contraception, pregnancy testing, and infertility treatments.
The new rule is based off a regulation issued by President Ronald Reagan, which was upheld by the Supreme Court, but was later reversed by President Bill Clinton. The new regulation differs from that of the Reagan era in that it will not ban Title X recipients from counseling clients about abortion.
The Trump administration official said the proposal will aid in transparency and integrity, allowing better monitoring of Title X fund recipients. It will also require Title X recipients to document how they follow state laws on reporting suspected cases of sexual assault, incest and rape.
Planned Parenthood would not explicitly be defunded under the new proposal. However, it would be required to separate abortion from its services in order to continue receiving Title X funds.
Last year, Trump signed a repeal of an #Obama-era regulation which had prohibited states from denying federal funds to health clinics solely on the grounds that they provided abortions.

Two organizations that worked with Planned Parenthood to distribute the parts of aborted fetuses to researchers admitted to breaking fetal tissue laws in a lawsuit settled with the Orange County District Attorney’s office Friday.
DV Biologics and DaVinci Biosciences, two sister companies, agreed to a settlement that comes with an admission of liability after the district attorney’s office brought a civil lawsuit against the companies in 2016, prosecutors announced.
The settlement terms dictate that the two companies must close and stop operating their businesses in California within a two to four-month period. The companies also must pay out $7.8 million in the form of donations and biological materials to a medical school’s scientific teaching institution as well as paying $195,000 in civil penalties.
The DA said the settlement seized all profits from DV Biologics and DaVinci Biosciences, which they got by illegally selling fetal tissue.
The two companies worked as the go-between between abortion clinics and scientists who wanted to use the fetal tissue to help with their research, according to the lawsuit. They sold fetal tissues for up to a $1,100 per vial between 2009-2015, prosecutors added.
“The companies also regularly offered ‘sales’ pricing promotions, including, for example, a ‘25% off’ summer sale and ‘25% off’ fall promotion in 2013. Sales staff was given wide flexibility in using discounts in order to close a sale, because they all knew they still ended up ‘on top.‘”
