The recently announced Title X regulations would prevent abortion vendors, like Planned Parenthood, from operating a family planning program in facilities geared toward ending life and would make abortion counseling optional (not required) but would not allow for abortion referral. PROMISE KEPT! The #Trump administration on Friday announced a plan to ensure that #TitleX family planning funding does not go to programs or facilities that promote or perform #abortions, #EWTN News has learned.
The measure would dramatically curtail federal funding to #abortion providers, including #PlannedParenthood.
According to a Trump administration official, the Health and Human Services Department will file a proposal with the Office of Management and Budget to ensure that abortion is not treated as a method of family planning under Title X.
While federal law currently prohibits money received through the Title X Family Planning Grant Program from being used for abortion, #prolife advocates have long voiced concern that this regulation is not always enforced.
The proposal will require a strict physical and financial line of separation between Title X programs and any program or facility that performs abortion, or supports or refers for abortion as a family planning method, the official said.
It will not decrease the amount of Title X funding, which annually provides $260 million for family planning purposes, including contraception, pregnancy testing, and infertility treatments.
The new rule is based off a regulation issued by President Ronald Reagan, which was upheld by the Supreme Court, but was later reversed by President Bill Clinton. The new regulation differs from that of the Reagan era in that it will not ban Title X recipients from counseling clients about abortion.
The Trump administration official said the proposal will aid in transparency and integrity, allowing better monitoring of Title X fund recipients. It will also require Title X recipients to document how they follow state laws on reporting suspected cases of sexual assault, incest and rape.
Planned Parenthood would not explicitly be defunded under the new proposal. However, it would be required to separate abortion from its services in order to continue receiving Title X funds.
Last year, Trump signed a repeal of an #Obama-era regulation which had prohibited states from denying federal funds to health clinics solely on the grounds that they provided abortions.

“In addition to meeting my birth father and his family this past weekend, I was also able to be a part of a reunion that I don’t know many adoptees get to be a part of… The ‘grand reunion.’ Last Saturday, I was so blessed to be with both of my birth parents and their children. I’ve said it before, and I will say it again, my birth parents are my capeless heroes. (Though, my birth father, Brent, clarified that he does indeed own capes.)

“One month past my 19th birthday, I found out I was pregnant. I was not ready to have a baby. I was not ready emotionally or financially…My boyfriend immediately said I needed to get an abortion.
I walked into the [abortion] clinic feeling desperate and terrified. When I sat down with the worker, I was not given the options I was expecting. I was given plenty of information on abortion, but I wanted to know more. I was told to check the internet for resources on adoption and parenting.
They didn’t help with those options.
I was on my own if I wanted to choose life. I was given choices, yes, but they consisted of a pill, or a knife. I walked out feeling more afraid and alone than I did walking in.
I heard that small voice pushing me to research more. The appointment left me with unanswered questions. I looked into what abortion would really mean for my baby and I looked deeper into Planned Parenthood.
A couple hours later I was laying on the couch sobbing. I was so sad for almost ending my baby’s life, and I was terrified about what this would mean for my future.
That’s when I promised my baby I would protect her. My daughter is now four. While I can’t say life has been a breeze, I can say she saved me. I wouldn’t be the woman I am today without her.”
